Citizen-Empowered Code Enforcement

Purpose
- CECE is a Web-based tool empowering citizens to become involved in
simple environmental code enforcement.
- A citizen agent may take photographs of code violations, such as graffiti,
garbage, or improperly-posted signs, and submit them online along with details
of the location and any other available information.
- An official agent may then process those submitted violations and decide
whether to issue actual citations. CECE provides documentation in several
formats to support any issued citations.
Features
- A citizen agent may upload digital photographs from their digital
camera into the CECE database. Date and time information is automatically
collected from the uploaded photographs.
- Unprocessed photographs may be reviewed by the citizen agent before
they are submitted. Photographs are displayed in thumbnail form, organized by
date and labeled with the filename and timestamp assigned by the digital camera.
The citizen agent may rotate and darken or lighten the photographs directly
through a convenient Web interface.
- The citizen agent may then create a violation report by selecting
several related photographs (e.g., a wide-angle shot of the surrounding
area together with close-up shots of the code violation itself). Additional
photographs may be attached to a violation report later as well. The citizen
agent may also delete photographs that aren't of sufficient quality, and can restore
photographs that were accidentally deleted.
- On a violation report, the citizen agent may enter additional information
including a citizen-assigned reference number, the name of the responsible party (if known—for
example, from the name on an improperly posted sign), the location (street address
closest to the violation), the type of fixture vandalized, the code section
allegedly violated, and any additional comments.
- An official agent can review all submitted violation reports on the violation
spreadsheet. Data shown on the spreadsheet
includes reference numbers, citation numbers, fixture types, code sections violated,
responsible parties, locations, links to photographs, violation and citation dates,
disposition of the report and any legal actions taken, and fine amounts due, paid, and
outstanding. The spreadsheet view can be narrowed to show just reports that have
not been processed yet, or reports for which citations have been issued, or reports
for which no citation will be issued, or all reports, as well as by searching on the
most significant data fields. The total potential fines of all the violations listed is also
calculated and shown, along with total fines actually levied, paid, and still
outstanding.
- To process an individual violation report, the official agent may review the
information submitted by the citizen agent and enter additional citation
information such as citation number (or a note that a citation will not be
issued), citation date, disposition, legal action, fine amounts due, paid, and
outstanding, and additional comments. When viewing an individual violation
report, all associated photographs are shown in thumbnail form, and can be
downloaded together in a PDF file (either all or selected photographs) to use
as supporting documentation for a citation, including each photograph (normal
size, full-page, or 4 or 9 photographs on a page) along with associated
violation information.
- Anywhere that a photograph thumbnail appears, it may be enlarged to show
photograph details. On the photograph detail page, the photograph may be
rotated, lightened, or darkened, as well as downloaded either in its original
high-resolution format, or as a PDF file including the photograph and associated
violation information.
- CECE also maintains a database of responsible parties, since many
will be repeat offenders. For each responsible party, a name, website, mailing
address, contact person, and additional comments may be specified. Contact
information may be looked up automatically using an integrated "Whois" search
based on the supplied website address.

- Server: Any operating system supporting Java SE 5.0
(e.g., Windows, Linux, or Solaris).
- Desktop: Any major Web browser (e.g., Internet
Explorer, Firefox, or Safari).
